Delaware

This bill promotes community-based solar adoption by removing barriers and establishing consumer protections. It allows for various ownership models, larger project sizes, and eliminates location restrictions for customers. Additionally, it mandates that at least 15% of customers be low income. Designers can contribute by integrating these solar systems into the built environment.

To accelerate electric vehicle adoption in Delaware, this act amends Title 29 of the Delaware Code to allow state agencies to install electric vehicle charging stations on state-owned or leased properties.

The Energy Performance Contracting Act requires state agency facilities to invest in energy conservation measures that reduce energy consumption, save costs, and improve indoor air quality through building or renovating public facilities.

As of 2025, all new residential buildings must be zero net energy capable, the same for commercial buildings by 2030.

Participating states (Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont) of the Regional Greenhouse Gas Initiative (RGGI) agree to a regional cap on CO2 emissions, reducing emissions and raising money to invest into local communities, such as clean energy programs, energy efficiency, and bill assistance to local businesses and communities.
